Report on the visit to Poland by two Swedish inspectors, 23-27 September 2013

Inspection locations:
•    Small primary producers

Visiting inspectors’ results that correspond to those of the host authority
•    The control routines in Poland are very similar to those in Sweden, for example, the questions posed are almost identical in both countries.
•    The enterprises we visited were, for the most part, like those in Sweden although small scale businesses seem to be more common in Poland.    
•    In conclusion you could say that the similarities between the countries far outweigh the differences.

Visiting inspectors’ results that differ from those of the host authority
•    The Swedish food inspectors do not check cosmetics and crockery like the Polish inspectors.
•    In Sweden there is one inspector who checks the whole establishment, even if meat is processed on the premises. In Poland the checks were divided between the sanitary and the veterinary stations.
•    The controlling authority in Poland has its own laboratories for carrying out analyses. In Sweden analyses are carried out by privately owned laboratories.
•    In Poland it is possible to impose fines. This is not possible in Sweden.

visit times: 14-19.04.2013
•    control objects:
-    the catering restaurant;
-    the self-service general store;
-    the bakery;
-    the supermarket with the butcher's stall;
-    the restaurant;
-    the fish processing plant.

•    results consentient with the host land:
-    We observed the same non-compliance with regulations in sanitary and technical states and/or personnel activities in the controlled facilities.

•    results deviating from the host land:
-    Poland – generally, we don’t have limited time for inspections and the controlled food operator doesn’t pay for planned visits;
-    Poland – usually we write a report at the time of control in the food facility. In case of veterinary it is very formal – the act describes strictly, how the control is performed and what has to be in written in a report;
-    Poland - we have a possibility to impose a fine for non-compliance with the law just as we find it at the time of inspection.

Report on the visit of two representatives of Poland in Germany during the 04-08.06.2012

host land: Germany
visit times: 04.-08.06.2012
control objects:
-    supermarket, large, responsible for selling the traditional three stands: bakery, meat and sausage and cheese. In addition, the store is prepared in-house salads, slicing cheese, minced meat, meat preparations and red meat cutting;
-    small, operating seasonally (from III to X) the establishment, dealing with the smoking of fish and established in a small catering (preparation and sale of food products, convenience foods and drinks);
-    3 restaurants at the hotel (with a traditional cuisine, Asian cuisine and grill), a leading open catering, food production from raw material to finished product;
-    caterer closed type, offering complete, full-day meals for about 270 health resort visitors, food production from raw material to finished product;
-    means of transport - that the sale on marketplaces in Poland purchased foodstuffs are established and maintained only in Germany, in accordance with the declaration on the sale of packaged meats and cheese and unpackaged fruits and vegetables and confectionery products;
-    the central kitchen, which prepared a full, all-day meals for about 900 patients, and meals for five kindergartens (approximately 400 servings). Food production from raw material, system, "cook-chill". Cooked meals are portioned, vacuum packed and quickly cooled to a temperature below 4 ° C and then stored in cold rooms;
-    open-catering, food production from raw material to finished product;
-    farm (chickens, ducks, sheep), the production of cheese from sheep and cow milk, poultry slaughterhouse;
-    cattle slaughterhouse.

results consistent with the host province:
-    similar procedures were followed by German and Polish inspectors during official controls;
-    similar non-compliances of sanitary & technical condition, conduct of employees and recordkeeping of audited facilities were observed;
-    control activities carried out in the facilities were documented in the inspection reports.

results deviating from the host province:
-    approved establishments under the supervision of State Sanitary Inspection;
-    bills;
-    different approach to the minimum durability date;
-    lack of documented research;
-    official trainings.
